Regulatory Challenges in Offshore Wind Development: Lessons from Taiwan and Europe.

Abstract

Offshore wind energy is a key pillar in the global transition to renewable energy, offering a stable and scalable alternative to fossil fuels. While Europe has pioneered offshore wind development with streamlined regulations and robust infrastructure, Taiwan has set ambitious targets but faces significant regulatory and logistical challenges. This paper examines the regulatory hurdles in Taiwan’s offshore wind sector, including complex permitting processes, grid integration constraints, strict local content requirements, and financial uncertainties. By analyzing best practices from leading European markets such as Denmark, Germany, the Netherlands, and the United Kingdom, this study identifies policy solutions that can enhance Taiwan’s offshore wind industry. Key recommendations include implementing a centralized permitting system, improving grid infrastructure, adopting flexible localization policies, and ensuring financial stability through structured incentive mechanisms. Addressing these challenges will be crucial for Taiwan to realize its offshore wind potential, attract foreign investment, and contribute to global decarbonization efforts.
